Section 59 Notice (My interptutation of a nasty piece of legislation) These notices can only be issued by a uniformed police officer. The officer can issue them for specific reasons: 1, riding off road. i.e. on a public footpath, bridleway or restricted byway. 2, causing, or is likely to cause, alarm, distress or annoyance to members of the public. For point 1 it's black and white. You're riding where you shouldn't be. For point 2 a member of the public MUST have reported you to the officer AND be able to identify you. The consequence?
