What is the List Of Streets?
This is a list of ROADS maintained at public expense held by County Coucils. If a ROAD is on this list it SHOULD have vehicular rights. As usual, it's not ALWAYS the case.

A Brief History Of UCR
In the 1930s government decided to bring order to the hotch potch of rights of way in the British Isles and decided to categorise all of them into neat bundles so we had Footpaths, Bridleways, Roads Used as Public Paths and County Roads.
The county roads in this era were sealed in major towns and cities and some major roads while the majority of rural and small urban roads were unsealed (that is crushed flattened stone). As the years passed more of the county road network was cursed with tarmac until a small network of county roads were left unsealed as their importance in the road hierarchy diminished but they were still on the list of streets local government used to calculate the mileage of ROADS they could claim monies from national government for the upkeep of these routes as VEHICHULAR RIGHTS OF WAY. Come the late 70s early 80s national looked at the list of streets and came to the decision that local government had had plenty of time to surface the road network on the list of streets and so any roads on the LOS (List Of Streets) not sealed could no longer be included in the mileage of roads which local could receive funds for maintenance for BUT they could not be removed from the list of streets without a Definitive Map Modification Order.
